Tricky situation with the landlord?

We moved in aug 08 to our house and today the boiler has blown up after ringing round afew ompanies, it is illegal for him not to service it once a year, and the landlord wants to send one of his own men round to look and fix it but it hasnt been serviced for 2 years... is he breaking the law?
