Does a propane gas grill operate sluggishly in cooler weather?

I have a new propane gas grill and a full tank. Last night at 50 degrees, the grill had a very small flame and kept going out. No wind. Today at 65f, its operating better. Is this normal. Any ideas to improve it in cool weather?
