Should bosses just be allowed to change contracted working hours?

Trouble for the firemen is that there are loads of retained fireman who would jump at the chance to become full time firemen. And don't think they wouldn't because they would. I know one guy who has been retained for years who would jump at the chance to become a proper fireman no matter what the hours.
