I'm filling The DS-260 online, i need help!?

It's asking me the following: "Have you ever been arrested or convicted for any offense or crime, even though subject of a pardon, amnesty, or other similar action? I'm confused with this question because my husband has been arrested for no driver license and thats it..so i dont know if it applies to him.. Please help!
